- a fraud case is almost always penalised in europe, turkey is no exception. no crime is a small crime - it's a crime period. you don't laugh nor brush aside the implication of laws in a civilised country ... you cannot bribe or sweet talk your way out of a crime in their system.
- i can assure you that somehow, somewhere, there is a brewing bigamy case being prepared against ruffa. it could be in the philippines or anywhere abroad. at this point in time, it is only a matter of "wait and see". this could just blow smack on ruffa's face - she'd better be prepared to defend herself. she has armed the justice's advocate with her self-admissions on both print and TV media which could be used against her - she can claim ignorance of the law, but dahlings, it's no excuse.
- if ruffa really gets summoned to Istabul to face fraud charges, she'd better show up. she will need representation from both Turkey and the Philippines to present her side of the case - boy, she will need TONS OF DOUGH! i hope she would not ignore such a summon, because if she does, she could get slapped with another case for avoiding a court appearance - and THAT would be adding obvious guilt to her fraud case ... just another "bullet" for the prosecution. in all legal entanglements, one should not "test" nor "annoy" the courts - you'd only get into more trouble.
- if ruffa really returns to Istanbul, the kurd "wins", sort of. it has always been his wish for ruffa to return to him. and he is likely to "take care of her" and "treat her like a princess".

Just an opinion, when it comes to serving cases or creating relations between countries w/o extradition treaties to each other, nations look at the capacity or the aid of the bigger regional groupings they are with, be it military, political or civilian. The Interpol is active in Turkey and the rest of Europe & beyond, having forged ties with UN members as well to enforce laws & police their citizenry. ironically, ruffa should somehow be "thankful" for yilmaz in making this public - however "crazy" many people has tagged him. it is probably his way of telling ruffa to prepare herself for any eventual legal event that may come in the next couple of weeks. ruffa, this isn't a joke or something to shrug off and ignore. don't think for a moment that you're above the law - not even your so-called "friends" in the "corridors of power" can help you - ask CS for advise. make sure to get the best international lawyer there is to defend you and your interests. this is just the "tip of an iceberg" compared to the future worse scenario - that is if things would go as was planned on how your cases will be handled ... gee, what a mess you've put yourself in to. the best that you can do is plead guilty and hope for a lesser sentence for your "crimes" - really!

There's an on going case in Turkey of a 17 year old German Teenager (Male) who is accused of raping a 13 year old British girl last Easter holiday. Both were there on vacation. It became and still is a big issue here in Germany because of strong evidences that proves the boy is innocent. Too many inconsistencies.Politicians (Germans) are trying their level best to take out the boy from prison in Turkey to no avail. Now, everyone knows that Turkey is desparate to be finally become an EU member so i guess they more than enough reasons to try and please Germany especially that Merkel (German Chancellor) is holding a very important position in the EU. What i'm trying to say is that kung ang Alemanya hindi kaya pakiusapan ang mga Turko ang mga poloticians o gobyerno pa kaya natin? Talagang Brutus is in deep shit this time.

Here's what I think will happen...if within 20 days since she recieved the notice/summons from the Turkish embassy the bigamist will not reply in any way (puwera lang if she sends a legal representative), since she is a Turkish citzen (she recieved a Turkish Passport, right?) then The Turkish embassy can act in behalf of the Turkish gov't. to retrieve a citizen with a criminal liability against, not her kurdish husband, but the Turkish state which they can start by diplomatic relations with Pinas or through Interpol if the Judges file a retrieval request through the Interpol.
What Ruffa then will recieve from interpol is a Red Notice.What is an Interpol red Notice?

Many women from eastern Europe, Russia, Africa and Asia agree to arranged marriages or quickie marriages for entry into first world nations. It is understandable why but it is quite a dangerous proposition for them. Also mass migration into first world nations make it hard for the social infrastructure of that nation, as social welfare being clear and present meant looking after wards of the state. The only real solution is to turn them back to their home countries because the state has to look out for it's own citizens too. Kaya mahirap kumuha ng visa papuntang US, European countries, etc. if there is no need for your services or if you have no valid reason.Valid reason usually means family or a very lucrative and undeniable job offer, education or if you are rich enough to invest.
Hence the gravity of her falsification of documents. let me reiterate it again, she commited this full-knowing against the laws of the Turkish nation. It doesnt matter if Turkey is not part of the EU, yet. Turkey is an active Interpol playground due to it being the gateway to the middle east, Eastern Europe & China & through them passes contraband of various nature going to Europe & back. Guns, drugs & trafficked people.
Ruffa having been able to obtain Turkish identity is a jab at the efficiency of the Turks to filter through the validity of the persons applying which will not work well for them in their bid to join to EU. She was granted their official papers which she used to enter the EU & other nations & she obtained it illegaly.
Her Kurdish partner has nothing to do with this, it is something that the Turkish state would have had to deal with sooner or later. She has to face the INS too because of the multiplicity of effects that her second marriage brought. By marrying Kurd, she committed bigamy vs. the US law that prohibits it. Whether or not the Kurd helps her, or even D'aloia, or even Pinas' hierarchy, her crimes vs. the Turkish State is almost prima facie and her admissions sealed that.

I thought I might as well share the following info on the 'fraud crime' she committed & why it is a criminal act in Turkey & the EU. I think it is important to get this perspective to understand the gravity of the crime. I ask in advance for your understanding where I use acronomyns and legal jargon. :) Pasensiya na po. You see, not all Pinoys are unaware of these facts.The following information are referenced from papers written by a Turkish Law firm on advice (sorry, cannot divulge info), the Interpol official database & the European Enion Official database. Is her crime important to Turkey? Yup, it mars their image hugely due to the fact that Bektas is a convicted felon & scion to on of Turkey's granddaddy of the underground, an itch to Interpol's side. First, let's tackle how Ruffa got her Turkish Citizenship :
There is an exceptional way of obtaining Turkish Citizenship in which all conditions of acceptance to citizenship are essential except the 5-years-residence period and the confirmation of will by behavior. In this kind of acceptance, the conditions of residence in Turkey for five years and the intention of settlement in Turkey shall not be necessary. This right has been given to:
The children of full age of those who have lost Turkish Citizenship.
Those who have married Turkish citizens and have children who have reached two years of age.
Those that are of Turkish origin and their wives/husbands and children of full age.
Those who have settled in Turkey with the intention of living in Turkey.
Those that are thought to import into Turkey new developments in social, economics, science, technology and art matters.
Those whose acceptances are deemed essential by “The Cabinet”.
Eligibility for citizenship is conditional upon the validity of the marriage. If one of the couple is already married at the time of the new marriage contract or is not mentally healthy or capable of understanding, the marriage is deemed null and void. Null and void marriages can be cancelled by a court decree. At the end of such a case, the wife may either lose or keep her citizenship, depending on her "good will" which means whether or not she was aware of the "cause" that would prevent the validity of the marriage with the husband.
This is where it gets really bad for her as she deliberately committed the fraud to make her Turkish marriage illegal.
Now, why are the EU rules important here? Turkey, being an EU 'wannabe' must pattern their laws to that of the EU as well as their justice system for a period of time until they satisfy the requirements. So, what are the EU rules on falsification & Fraud?
- the law recognizes fraud and counterfeiting as criminal offences and punishable by effective, proportionate and dissuasive penalties in all EU Member States. They can involve deprivation of liberty in the most serious cases, which may give rise to surrender procedures. Member States have some discretion in determining the seriousness of an offence and the nature and severity of the sanctions (administrative and criminal sanctions as well as disqualification from the practice of commercial activities for legal persons).It also contains provisions on participation, instigation and attempt, on the liability of legal persons, on jurisdiction, extradition and prosecution, cooperation between Member States and exchange of information (contact points).This has been effective in member states since 2003 & adopted by candidate states at the point of their application. In the EU, one of the chief aims of cooperation in criminal matters is to improve access to justice for victims of criminal offences.
Hence, when cases are forwarded to the EU for action for a Red Notice (retrieval of persons to answer for crimes or accused crimes), the order comes from Interpol's HQ in Lyon France to their regional Hqs around the world. In Asia, it's in Bangkok, Thailand. Through the ASEAN, they get in touch with Pinas' Police system and the Interpol local officers in Pinas' to instigate the retrieval via the Local Pinas systems in accordance with International Laws. if the request comes from France through the French Interpol with whom Pinas has extradition treaties, it becomes faster. The Interpol has a specialized body that works only for coordination purposes. Through them Ruffa could be held accountable for the fraud & falsification of documents she has committed in Turkey, docs which she used for legal purposes, gaining entry into the EU through her travels which makes Turkey responsible for any illegalities she performed after acquiring the documents.
How will she get blacklisted in the EU after a submission of her forged identities to the Interpol? Fraud according to EU & Interpol database is deliberate deception used for unfair or illegal advantage. Europol and the EU networks for police cooperation facilitate the exchange of information and cooperate to prevent and prosecute fraud.
How EU keeps track - Information on false documents used by people attempting to immigrate will be stored in an image archiving system called FADO to facilitate the work of law enforcement bodies. FADO - An image archiving system to be established at national level to combat illegal immigration and organised crime, this database will facilitate the exchange of information between Member States on genuine and false documents.
Is there a place for her to hide?

Will she become a fugitive?
if she does not answer the summons to Istanbul to defend herself from the fraud case, she becomes one. One case will be filed on top of the other. Fugitives are considered criminal dangerous in all EU states and EU applicants. This is how Interpol & the EU sees them -

Why Ruffa can't get out of the US bigamy criminal offense -

The fact that she committed bigamy thereafter strengthens the fraudulent marrriage to d'aloia for American residency status prior to her giving birth in america which now allows her to seek a different set of papers for American residency due to the citizenship of her children. Her act of bigamy however will bar her from entry into the US soil & her american travel papers will be made void as well, either on her d'aloia obtained passes or through her Turkish Bektas ones as they will now be considered evidence by the INS. The citzenship acquired by her children will also be questioned but as US law states a US citizen as either born in US soil or born of American parent/s, they will likely maintain their American citizenship up to a point in their lives where they must declare which they would be (Turkish, American or Pinoy).
Also, D'aloia can claim on all of Ruffing's earning in the period where their marraige is legal.A party to an invalid marriage or domestic partnership who has "putative" spouse or domestic partner status may be entitled to property, support and attorney fees/costs rights similar to those attaching upon the dissolution of a valid marriage or domestic partnership. why turkey would be very interested in getting ruffa into custody?
keep an open mind and consider this scenerio, shall we?
ruffa's crimes are crimes for sure, but not as enormous as other crimes that turkey is actively pursuing such as illegal drugs, money laundering, murders, etc., etc. now, why would they want to actively pursue a case against ruffa to an international level?
consider this; ruffa is married to the son of an international drug dealer and is also suspected of being involved in it himself (otherwise, how would he be able to afford funding billions of money to wiretap the narcotics division to discredit the system?)
ruffa, being his wife, then becomes a person of interest to the turkish government. just their luck that now they have a legit reason to get her into custody. they assume that she would be able to shed some lights on turko's illegal dealings (regardless of whether she really knows anything or not). they could plea-bargain with her in exchange for a lesser charge, if not dropping all charges.
why do you think turko is still willing to support ruffa to the point of possibly assuming all financial burden for any legal fees? i don't think it's only because she's the mother of his children. hell, most husband would feed her to the lions because of what she did and would take the kids away from her as far as possible. but not turko, because as much as he hates ruffa, he can't just let the turkish goverment keep her in custody....he's got more at stake than ruffa.
remember, most authorities eye smaller fish to get to the big one....

Natensiyon na naman daw si Ruffa Gutierrez nang mapanood ang interview sa kanyang asawang si Yilmaz Bektaz, kung saan sinasabi noon na posible siyang makulong nang hanggang labindalawang taon dahil sa pagkuha ng mga dokumento habang siya ay nasa Turkey nang hindi inaaming kasal siya sa isang Richard Daloia. Perjury ang tawag sa kasalanang iyon, na sinasabi niyang isang mabigat na kaso sa Turkey.
Iginigiit din ni Yilmaz na kailangang magbalik sa Turkey si Ruffa para panagutan ang mga kasong isasampa sa kanya ng Turkish government.
Mukhang malabo yata yan. Noong kumuha ng drivers’ license, marriage license at kung anu-ano pang dokumento si Ruffa sa Turkey, mayroong presumption na kasal siya kay Yilmaz Bektas, at naroroon din ang presumption na balewala na ang kasal nila ni Daloia.
Ibig sabihin, hindi sinadya ni Ruffa na dayain ang Turkish government, at hindi naman niya ginamit sa anumang krimen ang mga dokumentong yon.
Ikalawa, ano nga ba ang pinakamabigat na parusang maaaring ipataw ng isang bansa sa isang taong hindi naman nila citizen kagaya ni Ruffa kung di ang deportation? Eh ano pa ang pag-uusapan eh wala na naman sa Turkey si Ruffa, narito na siya sa Pilipinas?

Hahaha - this de Leon's sounds like he's been paid...they're pretty cheap...Pinoy economy is one of the worst in the region. Why? look at de leon, calling himself a journalist but doesnt know how to do proper research on the legalities of things...much more - he is so obvious 'defending' and 'trying to shut down the rumour mill' with a very nonchalant approach as if he knows. Aye, their types are a dime a dozen, sadly, they dont get paid much so they get paid by making 'news' for the PGs. Friends of mine working as journalists for the likes of Philippine Star & Manila Times get a starting salary of 6,000 Pesos / month...and they're UP grads...can you believe that? That's just about 60 British pounds or €100! And they're in-house writers! Starting staff writers for the likes of Summit media get no more than 8,000 Pesos a month. Hardly worth it, eh? If you have made a name for yourself like Dolly or have valid opinions through your work in Politics, business, etc. and get your own opinion columns, you do it not for the cash, but for the respect it gives or the fame. When I was a fresh graduate from UP Diliman I refused staff-writer job offers from Mega Magazine, Manila Times etc. It hardly ever pays. Instead I produced for the likes of Channel V and several radio shows that are politically inclined just to get a glimpse of that world. Money is hardly ever glimpsed unless it is sensational.
In Pinas the way to go is to be either a really good visionary entrepreneur or a really connected Politician. This goes both ways for those from old money or the new names. Showbusiness is good if your a big star with staying power or you are producing, so only stars & those in the industry with interest on the business side or those who come from influential families in the business or outside of it make a good living.

this, as some people would know, is the hub of the "power elite people" - they are a common sight here ... it's one posh place but never "loud" - a haven for "old school" elite when they walk thru the doors. the "wannabes" discovered this hub and started coming here, too (in throngs, mind you) as this is the place to go to see the "power elite people" and "get noticed". so, when the likes of ruffa and her mom walks in, they'd get noticed - what with the "alalays" in tow that hover around them like flies. they are oddballs in the corridors of that grand hotel.
what happened:
ruffa and her mom (with alalays, of course) were approached by a reporter as they were seated - after the ceremonial "beso-beso", ruffa's mom invited the reporter to sit with them (i don't have the stomach to call him a journalist, ok?). when the reporter turned and said a few words to ruffa, she looked rather irked and became hysterical. ruffa was then overheard to have said "... that's not possible!" - the rest of what she said was drowned by the piano music as being played in the hotel lobby. ruffa then left in a huff leaving her mom with the reporter who was glaring hard at him ... but they stayed on to talk. damage control, eh?
we will never know the full context of the conversation that had transpired just then, but it is quite an intriguing scene, don't you think? the plot thickens, don't you think? you see, at every nook and corner, there are plenty of "eyes and ears" waiting ... watching ... listening ... just lurking around to witness things to happen. ain't that goofey? if before, they wanted far too much attention for themselves, now they wish they're invisible to the scrutiny of the naked eye ... what a real life circus indeed!

i am from Philippines and it pains me to read your very low perceptions and opinions in our country.
though it cannot be denied that some processes are really slow, but let me tell you that not all filipinos and lawmakers are idiot as you like to think.
it is my prayer that Philippines would miraculously quantum leap from its present situation just to prove that there are few good men in the country.
while we are waiting for the blood of ruffing to be shed in all these unpardonable scandals that mother and daughter weaved, i am still very hopeful though it might delay that justice will be served concerning the very crime of ruffa. she commited fraud when she misrepresented herself as single whereas she knew very well that she is mrs. d'aloia. she committed bigamy when she married yilmaz in the circus-like wedding they had and she committed sin against God and men.
but all i can ask is this. please bear with the situation. though ruffing's case is a matter not to be overlooked, but in the government's fence there are more pressing issues... our political institutions are unstable as our leaders are squabbling and quarreling over issues of leadership...
but definitely, to the well-meaning lawmakers and God-fearing Church servant, there's a proper time to deal with this... and in that time, ruffa and annabelle will have to answer issue per issue
I think the people in this blogsite are just stating the fact about the Philippine Government. Honestly, It'll never get fixed. You know why? How long has it been huh? It's been decades, and yet Pilipinos are still stuck in the old ways as if it's still the 60's. Nothing gets fixed and nothing gets done by anyone who sits in the power chair, and the politicians who supports it. Why is it that when it's a regular pinoy who gets in trouble in a another land, Philippine government couldn't do anything about it. But yet, when it comes to big names in their lists (lists of suckers and bj providers), they are all eyes and ears, and even uses the people's tax money to protect that same idiot who just can't seem to get herself out of scandal each decade. It's a shame, yes, for every Pilipino to know that they are attached to a race such as this. But, who else to blame and what else can a Pinoy do, when the government itself can't seem to improve themselves and start making Philippines a civilized country. Just giving you an example: in the 90's they got rid of the American military base for the sole purpose of getting rid of the issue with prostitution. Result: Just look at the streets and Bars of Japan, middle east, Thailand and almost every port in every country all over the world, and you'd find Pilipina selling herself for a better life. Why is it that when you join the military and get send off to foreign duty stations, the first rule that the chain of command will point out to every military personnel is to stay away from Pinay hookers and any other Pilipina out there whose only purpose is to get them a US visa. Embarrassing, YES, but that's the reality that the Philippines have let their people be in. Something to think about, isn't it. Reality bites.
Speaking of God fearing country. Philippines is one of the countries in the world that is so big about God fearing. And yet, we have this prime example, Ruffa and her scandals including her ratttattat mother, who doesn't seem to feel any remorse nor fear for what they have done. And why is that? Because they are backed by their friends in Church (the ones in power), and the Government. If Pilipinos have fear in God and is looking after the next generations of Pinoys, the issue with Ruffa should have been handled quickly and with dignity for the purpose of making an example to the younger soceity. If this would have happened in the US, Canada, Germany, or Britain it would not have let this issue turn into such a mountain of trash. If only there are more Pilipinos who has honor and dignity left in their heart.
This is not about trashing Pilipino. But, just pointing out the reality of what Philippines have turned out to be.
i truly hope that philippine officials are just lagging and not sweeping her criminal acts under the rug. and when the day comes that she stands in trial, i hope that it will not be another MMFF scandal where she was found not at fault just by merely denying any involvements in it. it is my gut feeling that her defense will be to play dumb and claim ignorance of the law. but let us not forget that ignorance is never an excuse to brake any laws!

Regarding the role of the Catholic Church in Ruffa's bigamy case, i don't know what they can do about it because Ruffing DID NOT get married in the Catholic Church. She and Yilmaz had a christian wedding rite performed by a protestant(?) minister. When she reconverted to christianity kuno, she DID NOT go back to the Catholic Church. She had one of those born-again type of christian ceremony. That's probably why the Catholic Church is being mum about the issue because in the first place, wala silang kinalaman sa kasal niya at sa kanyang christian reconversion. I heard though that in some Catholic sermons, the case of bigamy was brought up as a sin.
Hello - Just something to ponder on - you guys can do the math. Loofah married Richard Daloia in 1999 and (supposedly) divorced in 2000. Married Bektas in 2003. If she is a US citizen by marriage thru Richard, to obtain US citizenship she would have to have been married to the US citizen spouse for at least 3 years. If that is the case, she never filed a divorce in 2000 and she was still married to Richard when she filed her citizenship which would possibly be 2002. Early 2003 was when she married Bektas, but then she claims that she was dating Bektas before then for long.....so even her naturalization was a fraud because she was not with Richard for 3 straight years...haka haka ko lang ito....

there's a record that ruffa filed for divorce in 2002 in CA. but she made a booboo filling out the form. and to this day, it still is pending. so if you do the math, she waited exactly 3 years to file for divorce. you need to be married for at least 2-3 years to file for a green card. why do you think daloia have been quiet through all this? because he knows he will be in trouble with the US once they found out that he's involved in a green card fraud. US is very strick on immigration and green card frauds nowadays due to 911. they have actually started an organization mainly to crackdown this type of fraud. now, if daloia has also gotten married while still married to ruffa, then he's also committed bigamy. ruffa and her mom don't need to pay him to keep him silent. he's got no choice or he'll be answering questions from the attorney general!!!

hi miss brit, there are many professional filipinos here in the US who can stand toe to toe with the whites, as well. they are very intelligent and hard workers. sometimes they can be a little arrogant, but they've earned that--after years of having to deal with racism and people looking down on you just because of your ethnicity...not a very nice feeling to be dealing with constantly, but they persevered and they deserve whatever status and perks they have now. these are the filipinos i would want the world to recognize someday--for their intelligence and hardwork. not someone like ruffa.....

anyone born in the US is a US citizen regardless of where they reside or thier parents citizenship. my grandfather was born here in the US and they migrated to the philippines soon after his birth. he returned to the US when he turned 18 and he didn't encounter any problems and was able to petition his mom back to the US.
dunno how old your grandfather but some migration and citizenship laws had been changed and amended since year 2000.
the following is from a US gov site re citizenship (you're welcome to check). you were to referring to Child Citizenship Act of 2000, which involves children who are not physically born in the US but are qualified to be a US citizen (you can research that as well). not trying to pick on you but just setting the records straigth.
With very few exceptions, most of which have to do with children born to foreign government officials on assignment to the U.S., a person born in any of the fifty states, Guam, Puerto Rico and U.S. Virgin Islands is an American Citizen at birth, under the principle of jus soli, regardless of the nationality of his/her parents.

candidly, his understanding of the law is nil ... and for him to sort of "defend" ruffa's criminal offenses is very troubling indeed. it makes you think, was there an envelope involved? his take on ruffa's case is biased - very biased. i wish he did some research first before writing that article - he may be right in some points, but there are far too many questionable statements and loopholes in that one, too.
